ALLAN RWAKAKOOKO

Allan Rwakakooko is the Head of Legal Services of Umeme Limited, where he is responsible for developing and implementing legal strategy and overseeing legal service delivery. He is also a member of the Advisory Board of the African Corporate and Government Counsel Forum, an association that promotes the in-house counsel community in Africa.

In 2024, Allan was recognised in the Legal 500 GC Powerlist as one of the most innovative and outstanding individual in-house lawyers in East Africa. He also received the East African Law Society Distinguished In-House Counsel Service Award for his consistent contribution to the growth of in-house counsel practice in East Africa.

Prior to joining Umeme, he was a partner in Rwakakooko, Owiny, Kakonge & Company Advocates, where he oversaw the energy desk. Before that, Allan served as the Legal and Compliance Manager at the Capital Markets Authority, where he oversaw the development of the legal and regulatory framework of Uganda’s capital markets and supervised market participants. He also worked as the Senior Legal Officer at Uganda Electricity Transmission Company Limited, Uganda’s electricity transmitter, single energy buyer, and system operator.

Allan is an advocate of the Courts of Judicature of the Republic of Uganda and a member of the Chartered Institute of Arbitrators. He has over 20 years of legal experience, 12 of which were in the in-house counsel role. He holds a Bachelor of Laws degree from Makerere University, a Post-Graduate Diploma in Legal Practice (the Bar Course) from the Law Development Centre, and an MBA from Heriot-Watt University, Edinburgh Business School.
